Our Mission
The Project Outcome Institute (POI) exists to address the systemic gap between project delivery and project outcomes. We are the awareness and education platform for project managers and PMO leaders who have been set up to fail by an incomplete model — not because of poor execution, but because the governance system they were given was never designed to assure outcomes.
POI surfaces the problem. Our sister organization, the Institute of Commissioning and Assurance (ICxA), provides the solution: the frameworks, standards, body of knowledge, and professional community to build outcome assurance capability at an individual and organizational level.
The Problem We Exist to Solve
Organizations invest in projects to achieve specific business outcomes — increased capacity, improved performance, new capability, strategic growth. Those outcomes require that delivered systems actually perform as intended, that teams are genuinely ready to operate them, and that the transition from delivery to operations is explicitly governed.
Most project governance models are not designed to do this. They are designed to manage scope, schedule, budget, and contractual deliverables. Each of those things is necessary. None of them, on their own, ensures the outcome. The connection between what was delivered and what the business actually needed is rarely governed with the same clarity as the delivery itself.
The result: projects are measured by delivery metrics while businesses need outcome metrics. Project managers are held accountable for outcomes they were never equipped to govern. Teams celebrate completion while owners manage delays, underperformance, and unrealized value.
This is not a performance failure. It is a structural one — and the data confirms it at scale.

POI’s perspective is grounded in the ICxA Outcome Assurance Gap study — the most comprehensive assessment of Outcome Assurance capability ever conducted. Across 1,406 organizations globally, spanning all major industries, regions, and stakeholder types, the research reveals a consistent structural condition.

- More than 96 percent of organizations fall within the Minimal (0-20) or Weak/Fragmented (21-40) maturity bands
